Dynamic SPF is an SPF management solution that increases the robustness and compatibility of SPF authentication. It allows the user to control all managed SPF mechanisms from within the OnDMARC panel and breaks these down into curated responses to the requesting server.

To ensure maximum compatibility, Dynamic SPF supports the now deprecated, SPF record type (DNS record type 99) in addition to the common and current type 16 TXT records. Dynamic SPF will respond to the request with whichever of the two is requested, meaning it's able to support not only modern mail server requests but legacy ones too.

A consequence of this is that some third-party tools will highlight the deprecated record type when scanning an SPF record containing Dynamic SPF. This is not indicative of Dynamic SPF being outdated but simply the support of additional record types.
