As per RFC 7489, receivers may impose a limit of the number of URIs that they send reports to but must support the ability to send to at least two URIs.

OnDMARC suggests to use a maximum of two URI in a DMARC record to prevent a third one from not receiving reports. Reports are sent to the URIs in the order they are specified in the record.
